Now that I have been appointed to this heavy task, and by the terms of my appointment shown, that my later applications cannot be entertained, I earnestly hope for a more favourable reconsideration of my petition of the 29th May.

I would therefore respectfully venture to ask His Excellency, whether in view of what has appeared in local prints, and from information that has reached him through other sources, there is not sufficient evidence of my untiring efforts to bring this Department as far as possible into a state of perfection.

As I have already stated, as far as emoluments go, now that I am substantive head of a Department, I get 20% on an average less than in the past five years when I held acting appointments.
